Arthur J. Conte, Esq.

Arthur is one of the Founding Partners of Hyl Conte Law, PLLC, practicing in all facets of Elder Law and Trust & Estates. Prior to creating Hyl Conte Law, Arthur had his own solo law practice, where he advised clients, as he does now, on all matters relating to estate planning, including Wills, Trusts, Advance Directives and estate and gift tax mitigation planning. He also advises business owners on creating entity structures, mitigating business liability, tax structuring and succession planning. Mr. Conte is also responsible for the firm’s Medicaid practice and advises clients on planning for Long Term Care Medicaid benefits and applying for Community and Chronic Care Medicaid benefits for both at home and skilled nursing care.

Mr. Conte attended Touro Law Center, was a member of the Elder Law Clinic, where he began learning the skills he still uses today
to help clients. He earned his bachelor's degree from Loyola University Maryland in both political science and philosophy.

Mr. Conte is a member of the Executive Committee for the Elder Law Section of the New York State Bar Association, as well as a member of the Trust & Estates Section. Mr. Conte is also a member of the Nassau and Suffolk County Bar Associations. Arthur has been nominated for Super Lawyer’s prestigious Rising Star award from the last several years, as well as Lawyers of Distinction.

It is Arthur’s mission in his practice to ensure that every client receives the time, attention, and care for his or her case as he would give to himself and his own family’s needs and case. Paul Hyl, Esq.

Paul, a Founding Partner at Hyl Conte Law, is an attorney practicing exclusively in the fields of Trusts and Estates, Elder Law, Special Needs Planning and small business representation. I advise clients regarding general and sophisticated estate planning matters, charitable giving, estate and gift taxation issues, retirement and business succession planning and special needs planning. Mr. Hyl practices before the Surrogate’s Courts of Nassau & Suffolk Counties, the five boroughs of the City of New York and Westchester County, in both uncontested and contested Probate, Administration and Accounting matters.

Mr. Hyl has a wealth of experience in preparing federal and New York State gift tax returns, estate tax returns and fiduciary income tax returns, as well as fiduciary accountings. Furthermore, Paul excels at assisting clients in planning for their potential incapacity, drafting Medicaid Trusts and Advance Directives, and assisting clients in applying for Medicaid to cover the cost of their long term care needs. Mr. Hyl also has expert knowledge in drafting business operating agreements, bylaws and other corporate and entity documentation.

A gradute of  St.John's Law School where he obtained his Juris Doctorate, Mr. Hyl  has been  a partner at one of Long Island's premier elder law firms and previously worked  as a Senior Associate Attorney at a boutique Garden City Trusts and Estates firm, as well as having served as counsel to the Nassau County Public Administrator. Paul has also served as an Associate Adjunct Professor at both Dowling College & Molloy College, helping foster the next generation of legal professionals.

Mr. Hyl has long served as a member of the New York State Bar Association and its Elder Law and Trusts and Estates Sections and locally, is also a member of the Estate Planning Council of Nassau County and the Nassau County Bar Association. Besides his many accolades as a legal professional, Mr. Hyl  is also a licensed New York State Real Estate Broker and New York State Notary Public.


Roseanne Beovich, Esq.

 Roseanne earned her Juris Doctor Degree from Hofstra University School of Law where she was on the Dean’s List. She earned her Bachelor of Science Degree magna cum laude from Long Island University at C.W. Post. As an undergraduate, Ms. Beovich concentrated her studies in social work and psychology, which has been invaluable to her skills as an attorney and advocate for the elderly, disabled and the health care facilities who provide care for this population.


For the last 8 years, Minneapolis-based Law & Politics publishers of Super Lawyers magazines announced that Roseanne was named as a Rising Star Attorney. Super Lawyers, published in the New York Times Magazine is a listing of outstanding lawyers from more than 70 practice areas who have attained a high degree of peer recognition and professional achievement in their respective fields. Each year, no more than 5 percent of the lawyers in the state receive this honor.


Roseanne has experience handling elder law, trust and estate matters and guardianship cases. She interned for Mental Hygiene Legal Services where she handled Article 81 guardianship proceedings and inpatient psychiatric hospital legal issues.


Roseanne is certified by the Office of Court Administration to serve as Court Evaluator, Counsel for Alleged Incapacitated Persons, Guardian Ad Litem and Guardian for Incapacitated Persons. She is a member of the Trusts and Estates section of the New York State Bar Association. Roseanne is also a member of the New York State, Nassau County Bar Association and the Suffolk County Bar Association. She is admitted to practice law in the state of New York, New Jersey and Connecticut. Roseanne lives in Oyster Bay with her husband and three daughters.
